The head of the Ministry of Labor told who will replace the robots, and who will have to retrain.

The Russian IT market may need about 250 thousand more specialists if companies begin to actively introduce artificial intelligence. Businesses will need employees who will be able to train models, integrate AI into production processes and evaluate the work of new systems.
This assessment was given by the Minister of labor and social protection of Russia Anton Kotyakov in an interview with Vedomosti. According to the head of the Ministry of Labor, the more intensive introduction of AI will again increase competition for personnel in the IT industry, although recently the acuteness of the problem with the search for specialists has decreased slightly.
Kotyakov linked the changes with the long-term promotion of IT professions, high competitive wages and an increase in labor productivity. At the same time, programmers are still in demand, and the possible acceleration of the introduction of AI can return the market to a tougher struggle for employees.
At the end of May, the office of Deputy Prime Minister Dmitry Grigorenko сообщилsaid that the number of employees employed in the Russian IT industry in 2025 increased by 20% and reached 1.87 million people. The share of IT workers in total employment increased from 3.2% to 3.8%. The average annual salary in the industry amounted to 2.05 million rubles, or about 171 thousand rubles per month.
A separate part of the interview is devoted to the influence of AI on the labor market. Kotyakov referred to the assessment of Sberbank and the Research Institute of Labor, which studied 900 professions and 18 000 labor tasks based on foreign classifiers. According to calculations, taking into account the structure of the Russian labor market, AI can help in the performance of 7.5% of tasks.
The Minister stressed that the indicator does not mean automatic replacement of employees. In different specialists, the share of functions that can be transferred to AI is very different: in some we are talking about 0.1%, in others the indicator can reach up to 20% or 80%. Therefore, it is difficult to assess the future amount of substitution, and the consequences depend on specific professions and the organization of work within companies.
Kotyakov shared the influence of AI and robotization by types of employment. Robotization, according to the minister, will primarily affect the working professions and the service sector, including cleaning and delivery. AI development will have a stronger impact on intellectual professions, analytics, administrative activities and the creative economy. In some industries, a significant role can play a significant role in the distance format of employment, for example, remote control instead of working method.
The head of the Ministry of Labor also noted that companies are more likely to introduce AI for point tasks and use the technology as a help to an employee. The example of the dismissal of the whole department of the animation studio due to the transfer of part of the work of AI, the Minister did not call mass practice. According to Kotyakov, the employer in such a situation will face issues of load, salary and stability of the work process, if a significant amount of tasks will remain on one person.
Kotyakov reminded that new technologies have already changed the labor market. Small tents almost disappeared in trade, but digital platforms have created jobs for programmers, system administrators, loggers, couriers and movers. A similar logic can occur when implementing AI: some professions will lose relevance, but technological changes will create new opportunities.
Data on the IT industry are included in the quarterly monitoring of ANO Digital Economy, which is carried out on behalf of Grigorenko. The monitoring takes into account the indicators of organizations from the register of IT companies, and data providers are the FTS, Rosstat, the FCS and the Bank of Russia.
