Cybersecurity problems in medical institutions are increasingly going beyond cryptographers and leaks. In the Sumy region of Ukraine, an investigation into a cyberattack on a regional medical facility led to a case of embezzlement of budget funds worth almost UAH 5 million.
According to the National Police of Ukraine, the attackers gained unauthorized access to the accounting department employee's work device and used a remote control program. This made it possible to interfere in the financial transactions of the institution and make unauthorized payments.
Operatives of the Department for combating cybercrime in Sumy region established the route of money movement and analyzed transactions, after which they identified the alleged participants in the scheme. The defendants were two residents of the Volyn region aged 45 and 40 years. According to the investigation, UAH 4,980,000 was transferred to the account of an LLC owned by one of the suspects.
As part of the pre-trial investigation, the security forces conducted five authorized searches at the places of residence of the defendants. During the investigative actions, computer equipment and communications equipment, information carriers, bank cards, cash and other items that may be relevant to the case were seized.
Investigators of the Sumy district police Department under the procedural leadership of the prosecutor's office informed the men of suspicion under articles on unauthorized interference in the operation of information systems and theft on an especially large scale. The issue of preventive measures is currently being resolved. The police are also continuing their investigations to establish possible additional episodes and other people involved.
