Israel is preparing for one of the most serious changes in the field of digital security in the country's history. The authorities have advanced a bill that could lay the foundation for the first permanent cybernetic framework and change the principles of protecting the state from digital threats.

The text of the document was published at the end of the week, and its consideration may begin in the Knesset committees in the near future. If passed, the law will become the first permanent cyber law in the country. Prior to that, the Israeli National Cyber Directorate had been operating for almost a decade on the basis of government decisions and temporary emergency regulations, which limited its powers and made the response system less stable compared to other Western countries.

One of the key issues of the bill was the regulation of duties on notification of cyber attacks. It's about when and to what extent private companies and government agencies should report hacks to cyber management, as well as inform customers and partners. The proposed model seeks to find a balance between responding quickly to threats and protecting trade secrets and personal data.

If an attack can cause serious damage to a country, critical organizations will be required to transmit information about it immediately and in real time. This approach is explained by the growing number of incidents and the fact that after the outbreak of the war between Israel and Hamas, the country became the third largest in the world in terms of the number of cyber attacks. At the same time, the requirements will not affect a significant part of small and medium-sized businesses that are not connected to critical infrastructure. It is estimated that from 400 to 600 organizations may fall under the new rules.

The law also introduces a mechanism for monitoring the activities of cyber management. It will report annually to the Prosecutor General and the Parliamentary Committee on Foreign Affairs and Defense on the data received and cyber incidents, which should reduce the risks of abuse.

Attempts to adopt such a law have been underway for almost ten years. Gaby Portnoy, the former head of the cyber department, attributed the delays to the need to create not a narrowly departmental document, but a comprehensive national law covering all ministries and law enforcement agencies. His successor, Yossi Karadi, emphasizes that the country is under constant digital pressure from opponents, and the new law will make it possible to block attacks faster and establish mandatory cyber defense standards for key organizations, which is important for the sustainability of the economy and the security of society.
